Rowlett has also seen similar growth. In the six months prior to the 2015 storms, the area issued only one permit. Since then, they have approved an incredible 24 building permits for storm shelters.
One of the biggest reasons behind these permits, aside from promoting structures that will protect residents from deadly storms, is to have an official record for search and rescue operations. If officials know where to find a storm shelter or safe room, they can use that information after a storm to look for trapped survivors and identify areas that may need immediate assistance.
